Yelstin Center hosts the 4th annual international conference on issues of parliamentarianism and constitutionalism

The annual international conference “Russia in peace: constitutionalism – parliamentarianism – conservatism (responsibility for the future)” will be held on 17 December at the President Hotel in Moscow. The forum’s organizer is the Foundation of the First President of Russia Boris Yeltsin (the Yeltsin Center).

The forum is successively related to the historical cultural challenge of interpreting the concept of “Understanding the 1990s” within a modern, or more appropriately, relevant, framework. This challenge is a part of the general theme of “Boris Yeltsin and the New Russia”, which was the name of the first conference to be held by the Yelstin Center in 2011.

The following summits, in 2012 and 2013, concentrated the Yeltsin Center’s interest and hands-on attention on the complicated process of constitutional development in Russia at the turn of the 21st century. The accent in 2012 was on whether or not the Russian Constitution ought to be altered. And the fundamental problem in Russia’s history was reflected in the name of the 2013 conference: “New constitutional Russia: the quality of government – parliamentarianism – the quality of life.”

This conference will rely on the results of the previous summits and preserve the same world outlook, which is “constitutional Russia” (as well as its roots, its sources, and its contradictory present and strategically undefined future). Meanwhile, this year’s summit will serve as an opportunity to concentrate attention on the fundamental problem of stability of the constitutional process in the Russia of 2014, as well as on the conceptualization of challenges and threats to Russian society.

It is expected that the December 17 conference will include an accountable and engaged dialogue in search of a consensual platform for present and future Russia. We take as a conceptual fundamental criterion the titular formula of the conference: “Russia in peace – PEACE as in the fundamental life value, as in the constitutional goal of peacekeeping, and as in a global world order based on principles of mutual responsibility and on a dialogue of ideas, people, generations, nations, and states.”
